The Substance Use Epidemiologist I is responsible for supporting the analytic and evaluation activities across a range of clinical issues critical to the partnership between the Philadelphia Department of Public Health (PDPH) and Department of Behavioral Health and Intellectual disAbility Services (DBHIDS), using sound measurement and statistical design. A core function of the Substance Use Epidemiologist I role will be to provide epidemiological and analytical support to the Division of Substance Use Prevention and Harm Reduction (SUPHR) at PDPH and to Community Behavioral Health (CBH) at DBHIDS.
The person filling this position is responsible for assisting with of collecting, abstraction, managing, and analyzing substance use-related administrative claims and other datasets in the City of Philadelphia to develop a substance use disorder continuum of care (CoC) surveillance program. This data will be used to support the City’s and PDPH’s public health policy and response activities. The person filling this position will work very closely with other data staff within SUPHR/PDPH and CBH/DBHIDS. This position will present executive summary reports of analytics and outcomes by level of care or program and other reporting deliverables to management, committees, and federal partners, as assigned. This position is funded by a federal grant through September 2028.

The Philadelphia Department of Public Health (PDPH)’s Substance Use program is hiring a Harm Reduction Specialist who will provide essential support for all of the program’s harm reduction activities. The individual filling this position will continue harm reduction activities currently in place as well as proactively seek out new opportunities for outreach. Emphasis will be placed on community education and distribution of Naloxone and test strips as well as activities relating to safe syringe disposal, drug-related litter clean-up, and coordinating community outreach activities during overdose surges. The Harm Reduction Specialist will report to the Harm Reduction Manager and work very closely with interdepartmental staff within PDPH-SUPHR, The Department of Behavioral Health and Intellectual disAbility Services, the Fire Department’s Emergency Medical Services, the Police Department, the Medical Examiner’s Office and health care providers associated with all major Philadelphia area hospital emergency departments.

The Philadelphia Department of Public Health (PDPH)’s Substance Use Prevention and Harm Reduction Division is hiring a Project Reach Specialist who will provide essential support to the Division’s effort to reduce community blight in neighborhoods most affected by substance use. The individual filling this position will be specifically responsible for creating and managing an intensive neighborhood clean-up program within PDPH that employs city residents to pick up trash, including discarded drug paraphernalia. The Project Reach Specialist will also be responsible for engaging community organizations and neighborhood residents to understand ongoing needs and identify opportunities to address concerns. The Clean Communities Coordinator will report to the Environmental Services Manager and work very closely with staff within PDPH’s Substance Use Division, the Department of Behavioral Health and Intellectual disAbility Services and the Opioid Response Unit in the Managing Director’s Office.

This is a part-time Harm Reduction Clinical Toxicologist position to support SUPHR’s drug checking program. This position will provide guidance and support to SUPHR’s Medical Program in the interpretation of drug checking data, and the dissemination of information related to substances detected in drug checking surveillance. This position will work directly with the SUPHR’s Medical Director and Field Epidemiologist, and collaboratively with SUPHR’s drug checking partner – the Center for Forensic Science, Research and Education (CFSRE). The Harm Reduction Clinical Toxicologist will review public health communications, such as Health Alerts and community notifications, regarding the detection of novel substances in drug checking surveillance. In this role, the Harm Reduction Clinical Toxicologist may also advise the Medical Program on approaches to enhance drug checking surveillance.
