  • The Philadelphia Department of Public Health (PDPH)’s Substance Use program is hiring a Harm Reduction Specialist who will provide essential support for all of the program’s harm reduction activities. The individual filling this position will continue harm reduction activities currently in place as well as proactively seek out new opportunities for outreach. Emphasis will be placed on community education and distribution of Naloxone and test strips as well as activities relating to safe syringe disposal, drug-related litter clean-up, and coordinating community outreach activities during overdose surges. The Harm Reduction Specialist will report to the Harm Reduction Manager and work very closely with interdepartmental staff within PDPH-SUPHR, The Department of Behavioral Health and Intellectual disAbility Services, the Fire Department’s Emergency Medical Services, the Police Department, the Medical Examiner’s Office and health care providers associated with all major Philadelphia area hospital emergency departments.

  • The Senior Data and Epidemiology Analyst is responsible for supporting the analytic and evaluation activities across a range of clinical issues critical to the partnership between the Philadelphia Department of Public Health (PDPH) and Department of Behavioral Health and Intellectual disAbility Services (DBHIDS), using sound measurement and statistical design. A core function of the Senior Data and Epidemiology Analyst role will be to provide epidemiological and analytical support to the Division of Substance Use Prevention and Harm Reduction (SUPHR) at PDPH and to Community Behavioral Health (CBH) at DBHIDS.

    The person filling this position is responsible for leading the collection, abstraction, management, and analysis of administrative claims and other datasets in the City of Philadelphia to develop a substance use disorder (SUD) continuum of care (CoC) surveillance program. This data will be used to support the City’s and PDPH’s public health policy and response activities and support a federally funded grant initiative. The person filling this position will work very closely with other data staff within SUPHR/PDPH and CBH/DBHIDS. This position will present executive summary reports of analytics and outcomes by level of care or program, and other reporting deliverables, to management, committees, and federal partners, as assigned. This position is funded by a federal grant through September 2028. Additionally, this role may involve addressing ad-hoc data requests and analytical needs for SUPHR/PDPH and CBH/DBHIDS on an as-needed basis.

  • The Bereavement Care Provider is responsible for providing emotional support to both children and adolescents as well as adults that have been affected by substance use in the family, especially related to overdose loss. This position will be based out of the Philadelphia Department of Public Health’s Division of Substance Use Prevention and Harm Reduction (SUPHR)’s Bereavement Care Team but will also be expected to collaborate with other teams in the division such as Harm Reduction, Community Outreach, and Philly LIFTs (Neonatal Abstinence Syndrome Intervention). The Bereavement Care Provider will provide telephonic and in-person crisis intervention, grief counseling, and other support as needed primarily to individuals affected by drug-related deaths. This position requires a high level of clinical responsibility, integrity, and initiative.

  • The Youth and Family Counselor is responsible for providing emotional support to children and adolescents that have been affected by substance use in the family, especially related to overdose loss and neonatal abstinence syndrome (NAS). This position will be a dual role between the Bereavement Care and Neonatal Abstinence Support teams based out of the Philadelphia Department of Public Health’s Division of Substance Use Prevention and Harm Reduction (SUPHR). In working together, the goal is to help coordinate and improve the provision of emotional support for children and adolescents affected by substance-related trauma. This position requires a high level of clinical responsibility, integrity, and initiative.

  • The Philadelphia Department of Public Health (PDPH)’s Substance Use Prevention and Harm Reduction Division is hiring a Public Restroom Specialist (CDL/NON CDL) who will be responsible for servicing and maintaining public restrooms. The individual filling this position will coordinate daily with city partners to assure units are cleaned, safe, accessible, and supplied with toiletries. The Public Restroom Specialist will also be responsible for creating and sending daily reports on the conditions of the public restrooms and identifying areas of concern. Individuals filling this position must be comfortable working with vulnerable populations. The Public Restroom Specialist will work closely with staff in the Health Department, the Department of Behavioral Health and Intellectual Disability Services, the office of Homeless Services, the Department of Public Property, Parks and Recreation, CLIP, and the Opioid Response Unit in the Managing Director’s Office.
